"the period between one hour after sunset, and

one hour before sunrise, carry a lamp so

"constructed and placed as to exhibit a white

"light visible within a reasonable distance to

So far as Hongkong is concerned in this

Regulation there would appear to be no need for its enforcement,

in view of the fact that the vehicular traffic in this Colony

is very limited.

Regulation No. IX. calls for the individual

test of each separate insulator, not less frequently than once a

month.

This test has not been carried out except

for the purposes of location of a defective insulator which

general test has shewn to exist. It is considered unnecessary

in view of the test which is made nightly, and whereby a faulty

insulator would be at once detected.

Byelaw No. III of the Statutory Rules and

orders (page 4 of the first brochure) requires that a printed

copy of these regulations and byelaws shall be kept in a

conspicuous position inside of each carriage in use

tramways.

The design of cars in use in Hongkong renders strict compliance with this byelaw very difficult.

It would presumably be stipulated that a

Chinese translation should also be posted.

The practice of this Company has hitherto been to state on the table of fares (which are posted in each car in English and Chinese) that the Byelaws and Regulations of the Company may be inspected at the Company's Depot and Offièas at Bowrington, in the Colony of Victoria, Hongkang, and it
